Eligible Proposals to Obtain Global Fund
In Cameroon malaria, tuberculosis and HIV/AIDS occupy a major position in the national health sector strategy and the attainment of the 2015 Millennium Development Goals. The government is presently waging a war with its partners against these major pandemics. The control of these diseases is highly supported at the international level by the Global Fund against AIDS, Malaria and tuberculosis. Since its inception in 2002 the Global Fund has become the main source of funding for programmes against these three diseases, with 18.4 billion U.S dollars of approved funding for more that 572 programmes in 140 countries. Cameroon, for its part, has 20 proposals for nine invitations to proposals launched by the Global Fund equally called round, between 2002 and 2009. Out of the proposals eight were eligible for financing. These include among others, Round three in 2003, three agreements on AIDS, Malaria and TB to the tune of 46.756 billion, the State being the major beneficiary, NGOs Care and Plan being the sub-beneficiaries of the AIDS proposal, round nine, recorded two agreements classified in category two on malaria and TB to the tune of FCFA 84.619 billion. It is worth mentioning that amount of funding that Cameroon benefited in round nine in favour of the malaria and tuberculosis component namely 84.619 billion is highly above the amount of all funding that they nation received between 2002 and 2008.
As regards the process of preparing proposals, the board of directors launched the international call for proposals intended to national or sub-regional Country Coordinating Mechanism (CCM). The CCM in turn launches a call for bidders at the national level, inviting governments, NGOs and associations, the private sector and many others to submit proposals eligible for funding from the Global Fund. The CCM subsequently selects the proposals received at the national level which are put in common by a team chosen by the CCM with the support of international consultants for harmonized proposal. The harmonize proposal is submitted to the Global Fund by CCM. The Global Fund Secretariat assesses the eligibility of the submission before sending it to the Technical Committee of the review of proposals. This committee examines the proposal and makes funding recommendations of that committee. The board notifies its position to the CCM while presenting the strengths and weaknesses of that proposal. Failure to fund a proposal, the CCM has 28 days to appeal if it considers that the arguments that led to the rejection of his proposal are not relevant.
